Fuses are ok
A common problem is that the speed control resistor is burnt out. Usually this resistor is in the air plenum so it is cooled by airflow. Search Google for: "chevy 2003 avalanche heater resistor" and several photos of this will appear. NOTE: the little thing supported by two leads above what looks like a flat plate is a one-shot thermal fuse. If you are adept at electronics you can get a new fuse of the SAME TEMP RATING from Mouser.com or Digikey.com and replace just this thermal fuse IF the rest of the resistor is still good. At Digikey search for THERMAL FUSE and be sure and get same temp rating. These are commonly used in appliances such as hair driers as a safety cutoff. Once the element in them melts, they permanently open and shut down the appliance.

There are 4 things to check out to pin point the problem: the switch it's self, the blower relay switch, resistor block, and the blower motor it's self. good luck
