Try locking the vehicle. Leave it for a little while, reopen and you may find the immobiliser has reset and the car will start. I suggested this to a Pagerro driver after his battery had gone flat and hey presto the car started first time.

SOURCE: speed sensor replacement issues in 1999 Dodge Grand Caravan

The buzzing sound is from the torque convertor lock up solenoid, there is a fuse for this under the hood to verify thats the problem from the buzzing, next where did you get the vss,if it's not oem from a dealer than I would think it's the problem also using a obii scan tool check and clear any codes,so as far as not starting is this from a dead battery or other issue I would unhook the vss and see if it can start.

SOURCE: caravan overheating- what should I check out next?

does the fan come on when the ac is on? if so the fan is most likely ok, the problem on this car is most likely the cylinder head gasket is leaking.

Overheating

If its overheating at idle and when the a/c is on check your electric fan thats in front of your mechanical fan..It should come immediatly when you turn your a/c on and the vehicle is running..Its hard to see and dont let the mechanical fan hit ya

1999 Dodge Caravan Overheating When issue started, thought it was a sticky thermastat. Changed that. Then overheated again and noticed the fans spin speed was slow then it kept poping fuses. Used a code...

Worn out or defective fan (spinning slow) and drawing too much amperage, thus blowing the fuse should be a pretty good indicator if all connections have been inspected and confirmed good and clean. I'd double check voltage to fan is up to spec, and use a clamp on amp-meter to verify amperage draw, and if too high, I'd change it. You should be able to get just motor to replace from parts store, provided all other components of the fan are still in good shape.

Overheating

Coolant temperature sensor by thermostat housing also comes into play with rad fan operation.

1999 dodge caravan overheating while stationary no running fan

Check under hood on drivers side for relay/fuse box. They are labeled on underside of cover. If that turns up o.k. then I'd look at coolant temperature sensor.
