Both tail lights are off. brake lights, turn signals, hazard lights all work fine.
There are several components of your 1997 Subaru Outback that can cause your tail lights to stop functioning correctly. To help pinpoint the cause of the problem, it would be very helpful to also check your front marker lights. If the marker lights are working, then we know that the problem is not the headlamp switch or the tail and illumination relay (located in the fuse and relay box).
The components to check are:
> Fuse #23 (20 Amp) in the Main Fuse Box.
> Fuse #5 (10 Amp) in the Fuse and Relay Box
> Tail And Illumination Relay
> Headlamp Switch
The problem is with the switch that turns on the head lights . These lights are called running lights . Do you have fog lights in the front and do the front marker lights work in the front and do you have head lights that run at 50 % in the day light and how do they work It could also be that you had some kind of power surge that burned out bolth of these bulbs a loose wire could do this but look for other things that don't work espesaly on the mulity funtion switch that controls the flashser the wipers hazards ect.And also take a look at the brake switch on the pedel Its all linked together inderictly or dectrly Think about it and you will save a lot of money

I had this problem, and to be honest, it happened to the left side about a week later...it's the board that the bulbs plug into...it's a very common problem with this model. So popular that you can normally get the socket board off the shelf at a parts store! it's extremely simple to replace, and I replaced all the bulbs at the same time!
