Sounds like the brake switch is sticking. its on top of brake pedal arm. when applying brakes the pedal makes contact with the switch and turns on brake lights. if the switch sticks or its out of adjustment brake lights will stay on.

check the brake light switch at the pedal. it may be stuck or faulty.

did you see if they need replaced?
and also the emergancy cable may be froze

I just put a leer camper shell on my 1991 chevy truck now how do i wire up the brake light on the camper shell so that the light does not blink when i put on the turn signal i heard there is a wire you tap...

You should be able to tap into either brake light as long as your turn signals are separate from your brake lights. If they are the one and same bulb, you will have to add a diode to keep that 3rd light on the camper from flashing with the turn signal. The diode is a 1 way item, meaning it can be installed backward and the 3rd light won't work. You could go to a local stereo shop to radio shack to get the diode and they can show you which way to install as well as ensure you have the correct parts to install.
