Car shuts off, battery light comes on, steering wheel locks up, all while driving

I am assuming you mean you loose power steering when the steering wheel locks up, which would be a normal event if the engine dies. Same goes for the battery light since the alternator would stop charging the battery.
Someone will need to figure out if you are loosing fuel or spark when the engine dies, then troubleshoot the problem. It may be difficult to find if the mechanic can not duplicate the problem in the shop.

What can cause wheel to lock but when u place the key inside the ignition its not unlocking the wheel it still in the lock mode

I think from what you are saying the wheels are turned enough that they are putting load on the steering wheel. When you get ready to turn the key on - turn steering wheel left or right a little (you will feel which way is hard against lock) enough to get load off lock with your arm strength and then the key should turn fine. This can happen when you parked on hill or had wheel turned when shutting down car.

Driving home, 2003 Dodge neon starts to slow down, oil light has come on intermittedenly before, engine started to lose power, brakes locked up, and steering wheel locked up. Car had to be towed. Thanks.

lets hope its not a bad motor from lack of oil pressure, the loss of brakes and steering is due to the engine stopped running this is normal, but hte oil light coming on with the engine running is not good, you will need to see if the engine spins and trys to start, this will tell you a little bit, if it spins then it didnt lock up, and maybe its a fuelpump or timing belt that let go, you will have to do some testing ,check for fuel pressure and spark at the plugs,

Today, after fueling up my car - I went to start the engine and the key wouldn't turn in the ignition, the steering wheel wouldn't move and I couldn't push the brake pedal down. After trying several times...

if you turned the steering wheel after shutting off the engine and the steering wheel caught the lock and tried to turn back it would hold pressure against the ignition lock cylinder. if it happens again try pulling the steering wheel hard one way or the other and turn the key at the same time.

Electrical sytem? inconsistently shuts car down

These engines have a sensor known as the Crankshaft position sensor, they are most of the time the part that causes these problems, it is located on the front of the engine, it gets it's signal from the crank pulley/harmonic balancer, if it goes open when hot the engine dies, when the sensor cools back down the eng will restart.
