I would like to know how to either fix the seat belt re-tractor (the seat belt will not move at all, not in or out) or where I can find a cheap replacement ASAP. It needs to be fixed by May 12.
I had the same issue with the rear seat belt. what my solution was taking the plastic cover off the top side that pulls the seat belt back in and notice that on these cars, they actually fold the seat belt at the very end to prevent tearing. therefore the seat belt was folded inside the re-tractor and got stuck. what i did for a solution was twisted the seat belt unfolding it by grabbing the other end behind the re-tractor and now it works. Try not to fully extend it next time...... if that doesn't work go to a junk yard 12 bucks replace the whole seat belt.

try relapsing the switch inside the female of the seat belt

Open small plastic access panel located between front and rear doors a few inches above floor. Disconnect the two wire connector (usually attached to car frame) and locate the male pin connector, usually 1 red and 1 blue wires. Run two long wires from a car battery negative post and positive post (battery on the car or separate.) Hold one wire against one pin of the connector and quickly touch the other wire against the remaining pin. This will cause the motor to turn in one direction. If motor turns in wrong direction simply reverse the wires until motor brings belt to desired position then quickly remove the wires. Reattach connectors to resume 'normal' operation after 'CAUSE' has been repaired.

Hello. Begin by going to an autoparts store, like a NAPA store and getting the new serpentine belt for your vehicle. Then follow the steps outlined here in this link. Regards, Joe

Please check if your seat belt has "Retractors" or "Automatic Retractor".
Follow these steps to determine if you have a retractor system that will hold car seat securely or your seat belt won't retract as should be:
A. Pull belt all the way out.
b. Allow belt to retract about 6 inches (15 cm).
c. Pull out on belt again.
If belt is locked and you cannot pull the belt out any further, you have an Automatic Locking;
If you pull the belt again all the way out and won't return to normal operation, then the mechanism is damaged, but try first the "retractor" lock to be sure. By Federal Law, nobody will sale a seat belt in a junk yard, try the dealer or order thru the dealer the whole seat belt or the mechanism. I hope that is just a matter of the automatic retractor; you can see this information in your car's manual. Try and we will see.

Thank you for all the feedback. I ended up buying an entirely new retractor and will have to install in when it's shipped to me. Which will hopefully be before I have to leave for a roadtrip on May 15th. It was only about 50 bucks from a salvage yard. I'm really hoping that everything fits together and works out.
Again, thank you for all the help.
