I can almost 100% guaranty the turn signal switch is the problem. Power for the brake lights starts at the brake switch. power then splits from there and the third brake light gets power directly from the brake switch. Since the turn signal and the brake lights are on the same bulb power for the brake lights is routed through the turn signal switch. the switch depending on what position it is in will allow brake power or turn signal power to there respective left or right brake/turn bulbs.
If you hold your foot on the brake pedal and wiggle the turn signal and or play with the hazard switch the brake lights will almost always intermittently start to work. this will confirm a bad turn signal switch which is pretty common on GM vehicle with this style setup.
The hazard switch gets power from the horn fuse which is hot all the time, and from the turn signal fuse which is hot when the key switch is on. The turn signal switch gets power from the hazard switch and both use the same flasher. So if the turn signals work but the hazard switch does not power the lights, and both fuses have power, I would say the problem is inside the hazard switch.
my 91 Montero did the same thing, I finally traced it to a bad rocker switch for hazard lights. The switch was broken and it messed up brakes and turn signals. Check your switches that they work and rock properly. My hazard switch was binding turning on and off causing a short. Got a new hazard switch that worked freely and suddenly everything worked right. The problem drove me crazy, and I did replace the turn signal lever assembly first, brake switch, turn signal relay. I found dash switches on eBay.
in new cars, especially premium ones have digital circuits for signals and flashers. they are seperate on BMW for instance. if only flasher is problematic reason can be the switch itself.
Do they work intermittently? Do your low beams go out sometimes when you put on turn signal? Do hazards work sometimes and if you play with switch they work off and on? I just had a problem with headlights would go off if I put on turn signal and if I jiggled the turn lever they would come back on and had trouble with all light working intermittently, brakes, turn and hazard. It was a Turn signal switch problem.The contacts in the switch were bad, all corroded and green when I took it apart. I know you wouldn't think this would affect brake lights but hey all run through this switch because of hazards and high beams. I got a new switch from dealer and all is working great now. Hazard light switch... They all intermingle in operation. My ex wifes 96TC was doing the same thing... I could OCCASIONALLY get the hazards to work by turning the hazard switch on/off like 10 times in a row and suddenly it would fix... finally bought a new switch
change signal flasher your car has a flasher for hazard and another for signal open fuse panel put for ways on you will hear it clicking the opposite one not flashing will be the one good luck!
