It is caused by either a bad multifunction (turn signal) switch or a bad combination flasher. With this particular vehicle, the flasher is an integral part of the multifunction switch. So, it can only be repaired by replacing the multifunction switch for either case.

there are separate relays and fuses under the hood in a black box check the fuses first and then the relay for the front turn signals and flashers

Are you trying to replace one of the turn/hazard signal bulbs? If so, which one. The backside of the bulb will turn about a quarter turn and come out the back side of the housing then you can change the bulb out as usual.

I have a 99 Chrysler 300 M, my turn signals aren't working. Tried the fuse, was told there is a relay somewhere that controls the turn signals. Please help

Flashers - Replacement
Flashers are located either on the bottom of the fuse block or on a module under the dashboard. They are replaced by simply pulling them straight out. Note that the prongs are arranged in such a way that the flasher must be properly oriented before attempting to install it. Turn the flasher until the orientation of the prongs is correct and simply push it firmly in until the prongs are fully engaged.

you need to replace the flasher relay... it's often located in the fuse panel under the dash.... it's generally larger then the other relays.... and it may possibly be blue.
