My car is reving extremely high rpm's (4000) at all times even with start up and driving, goes done during gear change when my foot is on clutch then revs right back up. I have already changed the TPS( throttle position sensor and did not help. What would cause this? I am as a loss? Thanks

remove the aircleaner intake hose and, check the intake air control flap for free movement

On my 2001 Hyundai elantra I have a very high engine rev at all times, I have changes the throttle position sensor, and today changed the idle speed control sensor, prior to changing the idle speed control sensor it was only reving at intervals now it stays revved at 5000 rpm's at all times, we cleaned the throttle body to. Car is manual ******, can someone tell me what might be causing this? I am at a loss,
Not a idle speed control sensor, it was a idle speed control actuator that we just changed today. If anyone has any idea what would cause this I would greatly appreciate any information. Thank you
