Code P1391, replaced camshaft and crankshaft sensors, plugs and wires, rotor, and a couple fuses, can a loose or bad distributor be the cause for this code?

DIAGNOSTIC TROUBLE CODE (DTC) P1391: "INTERMITTENT LOSS OF CMP OR CKP"
This DTC is monitored with the engine cranking or running. This DTC will be stored in the Powertrain Control Module (PCM) when the PCM FAILURE COUNTER reaches 96 failures for 2 consecutive trips.
Posiible causes are: Craknkshaft Position (CKP) sensor improperly installed, defective CKP sensor, defective distributor, defective Camshaft Position (CMP) sensor, defective PCM, defective or broken flywheel, defective connectors or defective wiring.
Proper diagnosis is recommended before replacing ANY parts.

99 FordF250 Code p1391 & p1393

Hello
Here are the meanings of these codes.
P1391 FORD - Glow Plug Circuit Low Input Bank #1
P1393 FORD - Glow Plug Circuit Low Input Bank #2
I think you most likely have a burnt out Glow pug controller. Whenever this controller is replaced all glow plugs should be tested for proper function.
