Here is some information you might want to look into regarding your handbrake.

Holden Cruze recalled because the handbrake might not work

Check the speed sensors on the bearing hubs you replaced. Did you damage the wire harness when you changed out the hubs. Did you reset the abs system. You got some work to do & if you don't have the equipment to do it, bring it to a mechanic who does. This may lead you back to the dealer, sorry. Several abs systems are specific to a dealer.

Callipers are what hold the pads and the cylinders on the car. They have nothing to do with your problem. However they are attached by 2 bolts that are fixed to the axle housing mount. These bolts will rust up and not allow the callipers to move and centralize on the disc rotor. If you look at the callipers you will see 2 bolts that have what looks like a rubber seal under the head These are the bolts . Although you have adjusted the hand brake, if you have shoes inside the hub of the disc rotor they will have to be adjusted first and not just the lever.

Probably the hand brake cable has become jammed, and need to be replaced.

With the help of diagnostic computer go to EPS and clear the present and history error codes, if any. This problem usually arises when replacing the battery.

Hopefully you still have the repair invoice from the dealer. Use this to determine which parts were repaired or replaced then go to USA.gov and select product recalls. You can file a complaint there.
