MY 1999 ACCENT HAS THE SAME PROBLEM, ROUGH IDLE AND CHECK ENGINE LIGHT FLASHING OR STAYING ON, BUT NOT ALL THE TIME. I DONT KNOW WHAT THE CAUSE IS.

The check engine light is flashing to indicate a problem(s). You can go to most major parts stores and they will plug a hand held code reader into a port under the dash of your car and it will read codes stored in the cars computer. The parts store will tell u what the codes are (write them down) and give u ideas on what to do to fix the problem(s).

Replaced timing belt now the car runs rough and check engine light is blinking now

What kind of car , how old and how many klm has if done.
A timing belt is a important part of the engine and if not replaced
when due it could break, if so when engine is running can do major
damage. Rough runing engine , it may need a tune up and service.

My ford windstar 2003 hesitates during cold weather or wet conditions. But good during idle. Some time shows blinking engine light.

The flashing and rough running is to to a misfire or misfires cause by arcing due to moisture on ignition components. Eventually these misfires can lead to other problems such as damage catalytic converter. Start by identifying which cylinder(s) is/are misfiring. The arching can be reproduced with a spray bottle filled with soapy water. Spray the ignition components (wires, coils, distributor cap...)and look for the vehicle to idle rough. Replace any faulty component.

Is this the 5-cylinder engine? Is the 'check engine' light illuminated on the dash? If the 'check engine' light is illuminated, does it ever blink while the engine is running rough?

2003 SATURN VUE SERIVE ENGINE SOON LIGHT IS BLINKING ON AND OFF RAN THE OBDII READER AND CODE P0304 CYLINDER MISFIRE CAME UP I CHANGE SPARK PLUGS AND BOOTS BUT CAR STILL DRIVES ROUGH SHAKES AND WHEN PARKED...

The P0304 indicates the #4 cylinder is misfiring. The flashing light means the cylinder is not firing at all...It could be several things causeing it, coil, wires, plug, injector or vacuum leak. Do not drive your vehicle until you have this repaired, as it will lead to further more costly problems. Good luck, i hope this helps.

Not running on 4 cylinders . changed coil pack injectors new leads unplug tps sounds a little bit better plug back in an runs very rough

Check each cylinder using a timing light.
Check each cylinder using a noid test tool
If the light flashes while the engine is runing the spark to the cylinder is good.
If the noid lights up while the engine is running the fuel injectors are good.

sounds like your have a misfire in one of your cylinders...a flashing check engine light with engine running rough. Check your sparkplugs and wires. you should have the code scanned.
