I had to jump my 2005 Pacifica. After it started I noticed that my dashboard background lights do not light up but only when I turn on my headlights. Is there a switch that regulates the brightness or perhaps a blown fuse. If I don't turn on the headlights they work...any clues?

I have had this happen and it is rare, but I have had a filiment burn out in a two filment buld and short to the other filiment. It does happen and I think this might be your problem, the only way to find it is a visual inspection of each bulb. I am sure many people will think this is crazy, but I have had the exact same problem, I had the schematics, tested the circuits, etc. and them by accident found a stop/blinker 1157 bulb that had done this exact thing. I hope this helps you, check the bulbs in your headlights also.

Most probably starter problems. It can be not starter itself some vires coming to it are loose. To locate the starter follow heavy wires coming from battery. This how starter looks like

Check the wires coming to it. Also check the fuse, it might be bad starter relay fuse too.
Please kindly let me know it the information was usefull for you or you still need more info
Good Luck

Just a question from experience: Have you tried the brights? I have seen both headlights burn out simultaneously several times.
Moving on, the headlights are probably fed through a relay in the engine compartment box. Should be an embossed diagram in the box lid for which one is which.

There's a fuse under the hood. It's the relay/ABS fuse (20 amps). You have to pull it out to see if it's blown out. If I remeber correctly, it,s the 3rd or 4th fuse down in the 2nd column of fuses. This supplies power to the relays that control the starter, fuel system, AC, and others.

check all fuse and relay, check to make sure your getting 12v power from the battery, check the alternator for proper charge, about 14.6 v
