Battery is being drained by interior short i believe. With fuse #11 pulled out batt is not drained. Fuse #11 controls int lights, radio, ac controls. Car will run fine without it but no radio ac etc... have 2.5mv draw with fuse in but was told that is normal for retaining radio memory and other settings
If the battery is ok (you did a load test?) and all is well without the fuse being in, then there is still an unusual draw, which is measured in amps, not volts - use an ammeter inline with the fuse. One of the most common causes of this problem is a light that won't shut off the way it is supposed to, such as the underhood service light or the trunk light. Any short would blow the fuse.

yes there is a relay switch in engine compartment or under dash

the fuse box you are looking for is under the dash on the passenger side, you will need to remove the plstic kick plate then look up and a little to the right,you might have to remove three screws located along the rear edge of the panel, when you have the cover off in the upper left hand corner of the fuse box you are looking for a fuse that is marked [ SBM ] this fuse is for you interior lights, there should be extra fuses, in the second row second from the bottom and the third row second rfom the top, you'll know their spares if they pull out really easy and have no metal connectors inside the slots you just pulled them out of.
