Look closely at the cover. You will see a small slot. Insert a small flat blade screwdriver, and pry it off. Very easy..

Not all models have fog lights - for many Toyotas, it depends on your trim level (XLE) or whether the fog light option was ordered when your Camry was manufactured. Fog lights are typically in the front bumper, below the headlight cluster and are helpful in poor visibility. If one fog light is burnt out on your Camry, we recommend changing both bulbs because the working bulb will be dimmer than the one you replaced and will likely burn out soon anyway.

When you change the foglight on your Camry, be careful not touch the glass part of the bulb with your fingers which causes the bulb to burn out earlier.

Snap the plastic cover off the light, some may have one screw then pull it off and pry the bulb out there are two types one looks like a short tube and another looks like a plug in bulb, however if your still unsure you can go to auto-zone or schucks and they will replace it for you at no charge except for the bulb.

sounds like you have a short. try pulling the dome fuse and see if it still does it if it goes off just find the wire that is going to ground and repair the wire

Tag light replacement

There are 2 screws securing the plastic cover right above the tag on the bumper. Twist them open and replace the two bulbs inside. You may need to use liquid wrench to break the rust on the screws.
