SOURCE: 1997 Wrangler fuse for cigarette lighter
there are two fuse panels. one in engine compartment and one behind the glove box. should be fuse #5. there is also a relay for the cigar lighter on the drivers side under the dash on the side panel

Usually you need to be able to reach the back side of the old cigarette lighter to unscrew it and unplug it from the dash... undo the wiring and slide the new one in... really simple.... good luck

Hard to tell exactly from your short post, however, there may be a large retaining nut on the back of the lighter behind the dash panel. Or possible a large clip that retains it. I would check there first.

Review the section ZJ-Secc-8E-Instrument-Cluster-and-Gauges in the page 8E-5 you can find the graphics about this work.
Good luck!!!
SOURCE: cigarette lighter doesn't work
before u pull panel, check for 12vdc with voltmeter inside lighter socket. If u have it, then clean contacts and/or replace lighter(not socket, wiring is fine) May save a lot of work. If you don't have voltage are you 100% sure you have right fuse and not the one below, above, or next to it? I still make mistakes with numbered fuses, which number is for which fuse. To make sure I start counting at 1.
