Two options either the fan motor resistor (or regulator depending on Pacifica model) if resistor 25$, if regulator 55$, located behind glow box, very easy to replace, 2 screws on a black wired box, or bad fan motor ( blocked contactor coal because rusted springs in the motor > 2 options , dismantel the fan clean and lubricate the coals, or replace the fan 50$ on Ebay. Fan enclosure very difficult to get out (third screw between enclosure and floor absolutely inaccessible, I broked it, no matter) when enclosure is removed, fan motor is very easy to remove 3 good accessible screws and it comes down. If you want to try to clean the coals, you vill need to remove the fan from the motor, support the fan between two piece of studs and hit the motor axel with large philips screw drive and hammer, I get it with a bit of W40.
To test resistor/regulator you need to have power on the green and black wire which are going from regulator/resistor to fan, when fan is supposed to be runing.
