I have the same issue with my 2003. When I asked the dealer, they told me to "bring it in". A friend told me that sometimes you need to touch the positive and negative batter terminals toghether to fix this, but I do not want to do more damage. Who ever replqaced your battery failed to do it properly. You have to supply a voltage (usually thru alligator clips to the battery cables) so the memory is not lost in the keyless entry system , dashboard, & radio which all now need to be reprogrammed by a Hyundai dealer

It appears to be that the radio clock display has malfunctioned, and is due for a replacement radio, which could be an aftermarket or oem radio, maybe found at a junk yard.
Tools required for oem replacement radio, torx keys set.
Before working on the radio or other electronics, disconnect the battery cables with 8mm wrench.
Replacing the oem radio is much easier, if you obtain oem radio, compared to aftermarket radio, due to being direct fit.
The radio is same for 1995 to 1999 Pontiac Sunfire and the Chevy Cavalier, regardless of sub models, such as SE,GT, VL,VLX,Z24. etc.
Parts needed for the the aftermarket radio install :Stereo assembly, stereo wiring harness adapter, radio antenna adapter, and dash install kit.wiring diagram for the wire colors / functions, along with tools, such as torx key set, screwdrivers,wire crimper, wire stripper, double ended wiring connectors, hair dryer.
The oem stereo removal video is for the 2000 to 2005 Sunfire / Cavalier, but are the same or very similar procedures.

Ensure clock LED illuminates for 3-5 seconds. Pressing key lock button once activates central locking and alarm. Pressing key lock button twice within 3 seconds activates double locking system. Programming When Key batteries completely discharged. Key batteries not replaced within 15 seconds. Key added or replaced. System malfunction. How Obtain all keys fitted with remote control. Turn ignition switch to position I. Wait approximately 10 seconds. Ensure clock LED illuminates. NOTE: LED illuminates for approximately 5 seconds. Switch ignition OFF and remove key, while LED illuminated. Programming mode activated for approximately 20 seconds (LED illuminated). battery of car is zapped of energy...not sure if alarm system to blame, after driving it for a few minutes..clock and radio display lights turn off, horn can barely be heard...sometimes, motor shuts down completely. have had to put in 2 new batteries in just a matter of 2 months?...any idea what this may be?
I had similar problem in 2001 rx300. Every morning the clock
will reset to 1:00. Sometime this will happen when I started the engine. The Lexus dealership replaced the car battery. According to the mechanic, The Rx300 are very current sensitive system and even though The existing battery was 3 years old the cold weather made the current go below the allowed limit. That makes the clock reset to 1:00. After replacing the Car battery, the problem when away
Hi All, the very same thing happened to me. Cold weather broke my radio and the display screen stayed on with the time and temperature but the radio wouldn't work. I rang Renault & they said I need to come in an get a new radio but I put it off. In the end the problem started affecting my battery and the car wouldn't start. But then when I jump started it, it also started the radio again perfectly. Problem solved!
