One possibility could be a failing water pump. One of the first signs of a bad water pump is a whining / screeching sound due to a bad bearing.

SOURCE: 199 dodge caravan 3.3 tensioner

route the belt over the big pulley first as you route to the rest of the pulleys the last one should be to the tension pulley guide the belt half way on the tension pully pull the belt with your hand as if the belt is turning with engine. make sure belts in the groves of each pulley.

SOURCE: replacing serpentine belt 2002 dodge stratus

Did this on my 2002 Stratus 2.4L. I agree with other poster, you do have to remove the passenger tire and wheel wall to do it, but the tensioner travels clockwise.
Note: I offer this solely as a description of how I accomplished the task on my vehicle. It should not be taken as me advising anyone else in any way on how or whether they manage to repair their own vehicles.

1) Engaged parking brake, loosened lugs on passenger front tire.
2) Jacked-up and placed jack-stand.
3) Removed piece of black under-carriage which surrounds the oil filter and attaches to front bumper. There are at least 10 plastic push-pins to remove and I managed to destroy half of them in the process.
4) Positoned belt over lower pulleys and tensioner (as best as possible) then used a bungee to hold the top end of belt up while I worked under the car.
5) Used a 3/8 ratchet and inserted into square hole attached to the tensioner, disengaged the tensioner (moves clockwise) then used a brace to keep the ratchet handle in that position.
6) From top, removed bungee and finished placing belt over alternator, checked the position of entire belt, reengaged the tensioner, and replaced wall and wheel.

There sre usually two things that make a whining noise. The power steering pump/rack and pinion or the transmission's pump.My guess is the tranny pump

My Kia makes a whining noise upon acceleration- engine seems to be ok at freeway speed

check the condition of the alternater etc drive belts , to test rev engine and spray a little WD 40 onto the belts, if the whining goes then if your lucky a new set of belts will be all you need to change , but it could also mean a bearing is wearing out on one or more of the components that are being driven by the belts ,so more diagnosis would be needed if still whining after new set of drive belts

2002 dodge durango revs up to about 2000-3000 rpms at idle. For no reason. Not pushing on the gas pedal. At idle, truck just revs up.

your Accelerator cable may be too tight and might need slacking off abit

However it could be timing screw is also incorrectly set.

2004 dodge 1500 slt engine making weird sounds

That is a pretty vague problem and hard to diagnose. try removing the serpentine belt and check all your pulleys by hand. My first thought was the tensioner pulley that provides tension for the belt..
