It almost acts like there is a bad wire connection but I am not sure where all the ground wires are that could be making it act up like this. I know the relay in the glove box is for the fuel pump and lights and the fuel pump is working when I turn the key so I rulled that out. That is why I think it may be conection?

Try finding a good ground, first, if you're still not getting voltage, check the fuel pump relay under the hood.

I had the same problem but the wire in the fuel tank was burned...now believe it or not but the problem I had was in the steering com.. for some unknown reason the short was in the steering colm and everytime I switch the key to the acc, it blown out the fuse...I also have a old police car, and if you have the option with the key removes while the car is running , then you need to get a sterring colm from a old police not a non-police caprice because if you reused you same key., the whole key cind will keep slipping out of the colm...good luck

At the fuel pump relay you should have 1 full time hot wire. 1 hot wire when you turn on the switch. 1 ground, and the other wire goes to the pump. Test the ground to be sure it is good. If so then jump a hot to the one that goes to the pump and see if it runs.If it does then you have a bad relay or ECM. You can swap the relay with another of the same # from tour fuse box to test it.There is also a ground on top of the frame near the filler neck, check it too. Good Luck
Yes it has a fuel pump relay. It's located somewhere in your Main Fuse box.It can be found under the hood near the Fiewall or the front end of the vehicle.
