I have recently had to work on 3 different jeep cherokees 92, 98, 99 and have encountered a similar problem on the 92. The serpentine belt broke and needed replacement, it connects all the major functions in your motor including your power steering, fan, water pump and yes altenator...after replacing your new powersteering pump (which by the way is a real pain in the **** with having to mount the new pulley...)
The jeep wouldnt start and I also had a drained battery so I had to use a jump box to get it started...there is no such thing as a safety for power steering...

The lines coming off the unit are probably to blame, one is a high pressure line. Look for leaks around the fittings on both lines.
