Pressure is not a good indicator of water pump operation. Pressure in the cooling system comes from the heating of the water and its expansion. Jettas come from the factory with plastic impellers on their water pumps. These have a tendency to break and fail, causing overheating issues. Most aftermarket pumps have metal impellers to prevent this from happening. I would seriously consider having the water pump replaced, especially if it is original and you have more than say 60K miles on the car. It's due for a change anyway and may save you your engine. Why my 2002 vw jetta is over heated?

1st check would be to check the thermostat, this can be done by removing the thermostat and put into a pan of boiling water, if faulty it will not open causing overheating.

1999 Volkswagen Jetta overheating

If it was the water pump you should know very quickly. It would be very loose and woobly. It should be leeking out of the front of the block. Trying bringing it to a jiffy lube that does a high pressure antifreeze treatment. They will be able to free up any flow obsrtuctions or tell you if you need a new thermostat.

95 VW Jetta is overheating

You'll have to remove the radiator (it isn't that hard) and take it to a Yellow Page listed radiator repair shop...Be prepared to spend $200, less if you're lucky...Don't forget to put water pump lube (NAPA #13 - looks like milk) in the radiator after replacing the fluid 50/50 mix

replace the cap with the pressure rating recommended by the dealer it is probably over pressurizing the coolant system

Check to see if any of the hoses are kinked. Its also vary commen for new termostats to fail. If its not that then more then likely its the water pump.
