The horn fuse for this 2002 ford f150 is located in the engine compartment fuse/relay box , heres a diagram of that box , i circled the fuse for the horn, it is in location f1.7. hope this is helpful. also you may want to check the horn relay thats also located in the same box and i circled that also. have a good day.
try disconnecting the cluster fuse and the radio fuse and see what happen if everything work...u might have an open circuit or a short on one of the electronic in your truck
I would start with the easiest thing. On your interior fuse panel there are relays on the left side of the panel. Pull out the bottom relay and swap it with the one above it. If the windows and radio work the get a new relay. This is the accessory delay relay. It is the relay that keeps the windows and radio powered after you turn the key off until you open the door to exit.

Check for power at the power mirror switch. If you have power ,it is probably the switch. If you are asking about the turn signals it is probably the bulbs. Mine went out for turn signals.
