B250 1989 Headlights taillights, brake lights, door locks and power locks don't work.
I have the same problem-has happened twice. look for the power lock relay under the dash-I think this is the culprit. I'm ordering one from Rockauto and will follow-up on this elusive problem.

water ingress on top of fusebox above drivers footwell is common problem.
SOURCE: 2000 Dodge Stratus brake lights don't work
the stratus' are well known for the brakelight switch on the brake pedal going out frequently!!
so go to nearest parts house and buy a brakelight switch, that will most likely fix your problem!!

This may actually be a pretty easy fix, first of all if you haven't tried replacing the headlights yet, try that. Then if that doesn't work, have a mechanic take a look at the car, the wiring may be faulty and needs to be replaced. But if that doesn't work, which most likely should than the car might be bad. But I'm just jumping to conclusions here. Hope that helped :D
Good Luck!

Check these fuses again:
In the Power Distribution Center (in the engine compartment, left fender panel) Fuse #3 (20 Amp) Fuse #7 (40 Amp), Fuse #12 (20 Amp) and in the Junction Block (on the left end of the dash) Fuse #1 (15 Amp)
Use a test lamp and make sure that these fuses have power. All of these fuses should all have power at all times, regardless of ignition switch position. If they are all good and have power, then you probably need to replace your Central Timer Module. All of the circuits you listed are dependant on this module for operation.
The Central Timer Module is located at the left kick panel.
