My first guess would be a ground problem. The headlights and tail lights are controlled by the same headlight switch, but the brake lights are on a totally different circuit. You may have to get a shop manual to get the wiring diagrams needed to troubleshoot the circuits if the ground connections are ok. The lights involve the body computer and other components.
I was asked to reflect on your question. Please go to the link provided for you to save to file, that's if you still need the information. Take a look. Jeep Cherokee 1997 Up Fuse RelayIdentification . It is an assembled compliment of the gentleman's first answer. Good extra data.
To remove the bulb look for where the wires go into the lights and you should see what appears to be a locking collar. Loosen the locking collar and remove the bulb assembly. If you want to actually remove the headlight assembly there are typically 2 torx head screws that need to be removed to remove the assembly. For a diagram of that area I recommend you get the Haynes repair manual on your vehicle.
If this is Grand Cherokee, review ths Repair Manual ZJ-Secc-8W-Wiring-Diagrams (page 7, 9 and 10 for location, details and description). The diagramas can find it in the next pages.
