What does the headlight relay look like and is there a diagram of the exact location

Only relays in center consol are for the starter and the other is a connection relay the book says its the headlight relay. but it is the starter relay. My turn signal and parking lights work so I am trying to locate the headlight relay I believe that it is stuck in the on or closed position.I am also not getting a ground to the socket to the headlight and it has constant power going to the lights on high and low with lights off and power off I am sure its not the switch

SOURCE: cigarette lighter socket and lights out in center console

fuse in blown the cig lighter fuse controlls all the above problems

SOURCE: Low beam headlights don't work

I know this is not your problem, but my low beam stopped working, both bulbs failed, no burn marks or broken element. Just had to tell someone

Even though the relay is activated,I assumed you checked the out put?Also,You checked the voltage at the light sockets?With a meter,or test light ,check the fuse for the cluster lps,adjust them to dim,and to bright,the meter should act accordingly on the fuse.If it does not,replace the dimmer control,or head light switch,witch ever controls them.This may allow continuity to the tail lights as well.If the fuse is dead for the cluster lights,replacing the dimmer control,or head light switch will solve the problem,or,from another fuse ,supply voltage to the cluster lp fuse,one that is only hot with the key on,cause if you do this the dash lights will come on,every time you run the vehicle,day,or night.

Have you checked out the switch itself? Seems like the problem might be there.
If the lamp bulbs are sill intact, that's probably the most likely solution. There's a possibility you have a short somewhere in the switch relay that will allow the highlights to turn on but not the low beams.

2WD. Where is the headlight relay?

The headlight relay for a 1998 Dodge Dakota is located in the Power Distribution Center (PDC) under the hood. The PDC is a black box located on the driver's side of the engine compartment. The relay for the headlights is labeled on the underside of the PDC cover. You can refer to your owner's manual for a diagram of the PDC and the location of the headlight relay.

This info is for 2.0L engine. Note the starter wiring diagram. One of your positive battery cables goes to starter motor, follow the cable.

Your starter relay should be in the power distribution center under your hood as in the following video. If you mean you starter solenoid, it is attached to the starter on your model. I am assuming you have the V6 engine 1996 2000 Chrysler Sebring Convertible Relays Fuses Fuzes

The location of the starter relay

The starter relay should be in the relay center with is located on the driver side, under the hood, about 1/2 way back. The exact location of the relay should the shown on the inside of the cover.

USUALLY A BOX UNDER THE HOOD. YOU CAN SOMETIMESA TELL BY PULLING ANOTHER ONE THAT IS EXACTLY STHE SAME, SUCH AS HEADLIGHTS OR WIPER. IF YOUR HEADKAMPS OR WIPER WORK, AND THEY USE THE SAME RELAY, TRY PULLING THE STARTER RELAY AND SWAPPING WITH ONE YOU KNOW WORKS.

Are you sure it is the starter? This is a picture of where the starter relay is....may be easier and cleaner to change this first....unless it is your starter...none-the-less....here is the info....and not sure the size of motor so pick accordingly:

On Cirrus, Stratus, Sebring convertible and Breeze models, the starter relay is located in the Power Distribution Center (PDC) in the engine compartment. Refer to the underside of the PDC cover for starter relay location.
