Nope. You are not removing the timing chain or moving anything related to the timing so it is not necessary to have the engine set to TDC.
coincidently I just pulled off a set of heads on a caravan 3.3 liter yesterday at work. I had both off in about an hour and a half.

I would exercise some caution in removing the heads with out putting the engine to TDC on #1, as to remove the heads on on over head cam engine the timing belt/chain would have to be removed as the belt goes around the pulley/sprocket on the end of the cam shaft. The pulley/sprocket will have index marks which will need to be lined up correctly upon reassembly so the valve timing is correct. Good luck.
Larry, the 05 Town & country only has two engine option a 3.3 and a 3.8 liter. Both engines are pushrods engines. NO OVERHEAD CAMS AND NO TIMING BELT SINCE IT IS TIMING CHAIN DRIVEN! The timing is not messed with when the heads are pulled therefore it is not necessary to set TDC before pulling the head!

If you are talking about the cooling fan relay for the radiator there is no low speed and high speed relay. There is only one relay and it is behind the grill revitted to the bumper rail. It is doesnt look like you typical relay.

the relay is located in the power distribution box under the hood the relay will be a square black or gray cube just pull out and make sure you rerplace it with the same type relay. refer to your owners manual for any questions regarding the fuses and relays
