The turn signal flasher is located under the dash to the right of the
steering column on most models. The hazard flasher is under the dash,
to the left of the steering column. On 1980 and later models, both the
turn signal flasher and the hazard flasher are located at the lower
left hand and the upper right hand corners of the fuse block
respectively. There is an inline fuse for the underhood/spotlamp
circuit. The fuse box is marked to indicate fuse size and the
circuit(s) protected.

if the flasher unit is bad, wouldn't both turn signles not work,I wonder if the top fender mark lights have ant thing to do with it ,it's a cadillac and it.s great but different.
their is a 4 way flasher relay and a relay for the turn signals..I am thinking it might be the relay for the turnsignals....but I think the top fender mark light is tied into the turn signal system and not sure how that all work,s together hummmm.
