1995 safari fuel pump will not work unless directy wired to battery.
Headlights and fuel pump quit working simultaneously. replaced the fuel pump relay under the hood to no avail, when wire fuel pump to battery directly, the pump will come on and van will start and same with headlights. when jumper wire is removed from battery, headlights and van turn off immediately.

1. Remove negative battery cable 2. Relieve fuel pressure (See Fuel Pressure Relief below) 3. Remove fuel filler neck 4. Disconnect fuel lines and electrical connection at fuel tank unit 5. Remove bolts from fuel tank mounting straps and lower fuel tank 6. Remove fuel level sending unit and fuel pump retaining bolts or cam lock ring 7. Remove fuel pump and sending unit from fuel tank 8. Pull fuel pump upward while pulling away from bottom support (be carefull not to damage the rubber insulator unless your fuel pump kit comes with a new one.) 9. Disconnect wire connectors from fuel pump. 10. Reverse procedure to install.
Check the ground wires as I had the same problems whenever I painted my car. However it seems a little different. When you say everything is working, what do you mean? The car is turning over? Do the headlights come on? Can you hear the fuel pump engaging whenever you turn the key to the on position (not the start position)? If the answer is no to these questions, then it is the negative ground wire right in front of the battery location. I spent a month trying to figure this stupid thing out! Be sure the ground is tight and if it doesn't work, get some sandpaper and go to bare metal beneath the ground wire connection. Good luck!!!
There is a good possibility the fuel pump is bad, or you have a spark issue, such as a cap, and rotor, or a coil, or coil wire. The fuel pump should put out 55 psi, and run when cranking. Good luck...
Located under the hood you will see a relay box(plastic) unclip the cover and walla should be listed as to what fuse/relay is what on the inside of the cover, generally there are more then one of the same relay's which makes testing it a breeze...just remove the twin relay and put it in the fuel pump relay connector to see if the pump works.

Fuel injected or carb? Make sure fuel line itself is clear. Some pumps are designed to self regulate (carb systems) some continually pump and a psi regulator sends back the excess fuel back to the tank (fuel inj systems) If the line is obstructed then pump can't deliver fuel fulltime.
If you think pump is not on consistent, try running a dedicated wire through a switch directly to the pump. If it works then you are looking for an electrical fault going to pump. Good luck.
Under the hood, look at the firewall. A large wire harness crossing from left to right. In the middle there should be 3 sets of relays. The one closes to the driver side should be it. Have someone cycle the key on. It should click and about 3 seconds it should click again.( if working properly)
For CMFI/CSFI vehicles, the fuel pump relay is normally found in the convenience center, located under the center of the dashboard.
If a problem is suspected, first check for loose electrical connections; no other service is possible, except replacement. REMOVAL & INSTALLATION

Disconnect the negative battery cable.
Remove the retainer, if equipped.
Disengage the relay electrical connector.
Remove the relay by depressing the bracket clip at the rear of the relay, or removing the bolts from the retaining bracket, as applicable.
If necessary, use a new relay, then reverse the removal procedures.
