The truck shifts fine but it isnt suppose to go in gear without pressing the brake pedal it does this when its on or off

sounds like you have a worn set of park break shoes. they are located inside /behind the read rotors. if you remove the rotor and the shoes look fine then you can adjust them with the little star gear located on the bottom of the brake shoes.

No such thing as vacuum lines to the master cylinder. You do have a vacuum line on the brake booster (power assist). When you step on the pedal do you hear a whoosing sound down by your pedal. This is a leaking Booster. Needs replacement.
When you step on the brake does the engine rpm change. This is a leaking check valve (one way air valve).

the vacuum booster for the master cylinder should be looked at. ive done this for over 20 years and i cant say ive ever heard of this. does this occur ONLY when the truck is started? do you have a pedal when the truck is off? please respond.

Did you bench bleed your master cylinder before you installed it? If not you may not be able to purge the air from it.
