I had my steering rack replaced and the problem went away for a short time. The mechanic thought it was the rack because there were dead spots when I turned the wheel. A few weeks later the stiff steering returned. Now the mechanic is suggesting it is the power steering pump. Any other ideas what it could be?
You have to specific in the make , model , year and equipment type
you problem indicates seized bearings in the rubber mounts at the top end of the struts and you are actually trying to twist up the springs
the new rack fixed for a short period of time eliminates the power steering pump
It could be the steering column joints are dry and seizing up as well ( dead spots when turning the wheel indicates joints not turning freely0

yes , i am sure you checked for leaks on the rack at the boots on both ends near the wheels. if none try adding a power steering conditioner to the pump . drain the fliud from the reservoir first by taking off one of the hoses the more conditioner the better. this may not work but it is an easy and cheap way first. there is also a relief valve in many pumps that might be stuck not allowing pressure to build.

Have you thought that the new pump may not produce enough pressure, I have been involved in may repairs where a new part was the issue.

Sounds like the adjustment may not be correct on the power steering belt, with the tension not being enough, after you replaced the belt ?
Try giving it a little more tension, and go from there.

just a thought. when you changed the struts, did you replace the strut plate and bearings???? also how is the lower ball joints and the drive axles? any binding in the cv shaft ?. also is there any slippage in the belt cause by a faulty tensioner? just some things to look at. some have a cooler inline with the power steering, make sure it is not plugged, kinked or damaged in any way tht it will restrict flow

Did he put in a brand new rack and did it come with a pressure sensor if it is brand new?
