I My P reg 1996 Discovery is struggling to start when it's cold & is sluggish, I have renewed the air filter, fuel filter, heater plugs, put a new battery in & renewed the earth terminals & it is still the same. When it eventually starts it runs ok, but when I go to start it again after leaving it sitting for say half an hour it is still struggling to start.
I'm now desperate to try & solve this problem, as the mechanics I've used obviously don't know either...
At first I replaced the IAC valve. Idle control valve in other words and then I had to replace the throttle positon control valve. Now it cranks and idles good. After this you may need to check the fuel pump and the fuel pressure regulator.
Sounds like you gotta lazy starter motor, put a current clamp on it and see what the current(amps)are a high load and you got a dodgy starter.a good mechanic would have tested that...
SOURCE: WHERE IS THE FUEL FILTER LOCATED ON LAND ROVER DISCOVERY 2000
LAND ROVER DISCOVERY II DONT HAVE FUEL FILTER, ONLY HAVE PRE FILTER IN THE FUEL PUMP

If you're standing looking at the rear of the vehicle, it's on the chassis rail on the right hand side rear wheel arch.

for Land Rover Discovery 1999-2004 no more external Fuel Filter serviceable anymore...it's a built-in part with the fuel pump. so if you want to change the filter then change the whole fuel PUMP.

Listen , get baterry jumper cables clip them to negative baterry post and to engine starter anywhere where theyre grounded> jump car or start it again cause baterry will be weak.. run it fro a min and try it again .. i had the same issue hadlights everything was bright but starter would barely crank over .. just try it .. you ll be very surprised .. my baterry wasnt beign charged properly due to the bad ground
