The locking motor for the cover is not working correctly. If in the locked position (by hand) the motor unlocks correctly. This suggests the motor, wiring and any relevant fuse are ok. When the vehicle is locked normally the motor fails to operate thus the cover remains unlocked.
As an extra test I removed the locking motor assembly and connected it to a 3v battery. It operated correctly in both directions by changing the polarity.

You may have too much lock cover pressure on the release pin did you load test the release motor by putting your finger on it and see how much pressure it can push?not too much pressure though.Sorry earlier comment sent to wrong place

Fuel Fill Door Description and Operation
The fuel door latch actuator shares the circuit with the driver door latch assembly. The body control module (BCM), upon receipt of a lock switch lock or unlock signal, will switch the appropriate door lock actuator, as well as a fuel filler door release actuator control circuits to battery positive voltage. The opposing side of the door lock and fuel filler door release actuators is connected to ground by the I/P fuse block through the other door lock actuator control circuit and the doors, along with the fuel filler door release, will lock or unlock as commanded.
Circuit/System Testing
Ignition OFF, disconnect the harness connector at the fuel door release actuator.
Test for less than 1 ohm between the control circuit terminal 1 and ground.

I am not fameliar with your car type but in general: 1- try to remove door cover gently after unscrew the handles 2- if you get orginal motor then just disconnect wires (keep track of colors) 3- install new one
if you bought comercial motor for al types of car do as below: - All material you need will be included with the motor - choose the motor location carefuly Notes 2 things A- your door cover can positioned in it s location B- motor will not block your window glass from get down - drill holls to install your new motor - choose location of motor bar carfuly

There is electronic control modules in side the doors of your vehicle that control the operation of the windows an lock's , plus the instrument cluster is a module too . Your vehicle has about 10 different control modules and thet are all hooked on a serial data communication network ,to share info. The fuel tank sending unit in the gas tank is wired to the PCM - engine computer , The PCM sends fuel level info to the gauge in the instrument cluster on this serial data network . Your best bet ,take an have the vehicle checked out by a qualified repair shop .
The power door lock system consists of the following components:
• Driver Door Module (DDM)
• Passenger Door Module (PDM)
• Liftgate Module (LGM)
• Door lock relay
• Door unlock relay
• Body Control Module (BCM)
• Reversible door lock actuators in each of the doors
• LR/RR LOCKS 10A fuse (relay supply voltage)
• Door lock switches in driver and passenger doors (switches are integral components to the DDM and PDM)
Power Door Lock Operation
The power door lock switches are integral components of the DDM and PDM. The switches are two position normally open rocker switches. When placed in either the lock or unlock positions, the switches provide a direct input to the DDM or PDM. The DDM or PDM monitors these inputs and sends a Class 2 message indicating a change in the switch's respective position. Modules which activate the power door lock motors receive the Class 2 message and activate the motor in the appropriate direction to lock or unlock the vehicle's doors and liftgate. The modules which activate the power lock motors are:
• DDM (driver door lock actuator).
• PDM (passenger front door lock actuator).
• BCM (both rear door lock actuators).
• LGM (liftgate door lock actuator).
The DDM, PDM and LGM are directly connected to the respective door lock actuator through the door lock motor lock and unlock circuits. Once a door lock or unlock request has been received, the module will supply battery voltage to one side of the actuator and ground the other causing the doors to lock or unlock.
The modules probably have DTC'S - diagnostic trouble codes stored , these would point a auto tech in a positive diagnostic direction .
You have listed the vehicle is a 1987 Jaguar XJ6. The trunk is not electronic and only unlocks with the key as well as both the gas doors. Any issues here then it is your key or the actual trunk latch. If you do have a 1988 model year then the trunk lock has 3 positions. locked all the time, unlocked all the time or the vertical position locks and unlocks with the vehicles drivers door lock. If the trunk button (paddle) is loose and moves but nothing happens then the inside rod has come loose and you will have to manually operate the latch by removing the license plate and taking a long screw driver through the lower plastic bungs. The fuel flap is a separate unite and does have a manual release but you need to open the trunk to get to it. If the fuel flap stays locked all the time then the actually filler neck module will need replacing.If you have a 1997 which has the electronic release button to open the trunk (95-2003) Then you will need to firstly lock all door and unlock the drivers door 2 times. Check the fuel flap is now released, if not then the fuel flap actuator located on the filler neck inside the trunk is bad. If the trunk does not open with the remote, inside car switch and trunk mounted switch then the passenger side trunk harness is broken. Open the trunk with the key and on the right(passenger) hinge there is a grey plastic cover, remove that cover and carefully peel back the wiring harness cover and you will find 1 or more broken wires. Removal & Installation
Disconnect the battery negative cable, as outlined in the Chassis Electrical Section.
Disable the Inflatable Restraint (SIR) system. (see procedure below)
Remove the steering wheel.
Remove the tilt lever close out plate.
Remove the retaining screw from the lower steering column trim covers.
Tilt the trim cover down and slide rearward in order to disengage the locking tabs.
Remove the lower steering column trim covers.
Remove the retaining screws from the upper steering column trim cover.

Lift the trim cover in order to gain access to the lock cylinder access hole.
Insert the Snap-On A173A bent-tip awl or equivalent, with a
3/32 in (2.5mm) tip, and 3/4 in (20mm) in length, into the access hole
of the ignition lock cylinder.
Turn the ignition lock cylinder to
START
.
Use the bent tip in order to push down on the ignition lock cylinder retainer.
Release the ignition lock cylinder to the
RUN
position.

To install:
Insert the ignition lock cylinder through the trim cover in the upper steering column.
Align the lock cylinder retaining tab and the position tab with the slots in the lock housing.
Completely push the lock cylinder into the lock housing.
NOTE
Use the correct fastener in the correct location. Replacement
fasteners must be the correct part number for that application.
Fasteners requiring replacement or fasteners requiring the use of thread
locking compound or sealant are identified in the service procedure. Do
not use paints, lubricants, or corrosion inhibitors on fasteners or
fastener joint surfaces unless specified. These coatings affect fastener
torque and joint clamping force and may damage the fastener. Use the
correct tightening sequence and specifications when installing fasteners
in order to avoid damage to parts and systems.
Install the retaining screws to the upper steering trim cover and tighten the screws to 31 inch lbs. (3.5 Nm).
Match the tab slots on the lower trim cover with the locking tabs on the upper trim cover.
Tilt the lower trim cover up and slide the lower trim cover until the locking tabs snap into the tab slots.
Install the lower trim cover screws to the steering column and tighten the screws to 13 inch lbs. (1.5 Nm).
Install the tilt lever close out plate.
Install the steering wheel.
Enable the SIR system, as outlined in the Chassis Electrical Section.
Turn the wheels to the straight-ahead position, then turn the ignition switch to
LOCK
.
Remove the console accessory wiring junction block access hole cover.
Remove the "AIR BAG" or "SIR" fuse from the block, as applicable.
Remove the left-hand sound insulator, for access to the SIR wiring harness.

Remove the Connector Position Assurance (CPA) device, then
disengage the yellow 2-way connector at the base of the steering column.
Remove the right hand insulator panel.
Remove the CPA from the inflatable restraint instrument panel module connector located behind the RH insulator panel.
Disconnect the instrument panel module connector
If equipped with side air bags, remove the CPA from the inflatable
restraint side impact module-left front connector located under the
driver seat.
Disconnect the side impact module-left front connector.
Remove the CPA from the inflatable restraint side impact module-right front connector located under the front passenger seat.
Disconnect the side impact module-right front connector.
NOTE
With the fuse removed, the AIR BAG or SIR light will illuminate if the ignition switch is turned
ON
at any time. This is normal and does not indicate a problem when the system is disarmed.
Arming The SIR System
Be sure the ignition is in the
LOCK
position.
Connect the inflatable restraint side impact module-right front connector located under the front passenger seat.
Install the CPA to the side impact module-right front connector.
Connect the inflatable restraint side impact module-left front connector located under the driver seat.
Install the CPA to the side impact module-left front connector.
Engage the yellow SIR connector, then secure using the CPA device for both the drivers and passenger sides.
Install the sound insulator panel.
Install the SIR system fuse to the fuse block.
Turn the ignition switch to the
ON
position and verify that the AIR BAG indicator light flashes
7 times, then extinguishes. If it does not go out, troubleshoot the SIR
system fault.
For 2005 Toyota Corolla (and Matrix), the location of the cabin air
filter is inside of the drawer (passenger side). Open the drawer, you
will see a screw on the RIGHT hand side. Unscrew it with a cross shape
screw driver. Unlock the drawer from the screw holder. And take the drawer out of the cabin. After the removal, you will be able to see the location of the cabin air filter.
There is a lock at each side of the filter cover. For each side, use two fingers to pinch the lock and pull out the cover. You will see the old filter after removing the cover. Pull it out, and insert your new filter.
Put the cover back. Make sure the two locks are firmly locked. Put the drawer back. To make this work easier,
you may lock the bottom of the drawer first, as there are TWO locks on
each side of the bottom drawer. Close the drawer to see if the position
is right. Place the screw back, that's all
The fuel tank is locked automatically when you lock the car. The cover has it´s own locking module conneced to the central locking. If it does not lock, the module should be checked for damage.
There are Valet keys (often with a green knob) that will only unlock
the front doors and the ignition but not the glove box nor
boot/trunk.
When either the front door locks or the console
button is pressed, all the doors should lock. Likewise, when either front
door is unlocked, all the doors fuel filler lid and if selected, the
boot will also unlock.
Boot lock has three positions. Unlocked
to the left, automatic with the doors in the center, always locked to
the right. Simply remove the key in what ever position you desire.
The
locks can get confused and not work correctly. Simply sit in the
car and manually lock all the doors. That will usually get the
locking module sane again.
