1998 neon has no spark or fuel injectors. We tested everything, replaced CKS & CMS had the PCM Flashed, tested every fuses, relay. We get great fuel pressure to the rail. Battery good, timing belt good, timing marks good, cam gear pin good, Comp good, ASD relay good. But we are not getting a signal to the coil or fuel injector. Could it be that the PCM is bad internally causing the ASD not to reset?
You likely already checked this but how about a broken timing belt. If the cams aren't turning the cam sensor isn't working and the pcm won't fire the plugs.

I don't know liter size of engine? The relay has two sides, the load side and the control side. The load side, looks like open switch, left side. Terminal 87 is hot all the time. The right side of relay is control side, needs voltage and ground. On the control side, dark green wire with white tracer is voltage, comes from pcm. The black wire is chassis ground.
Are you missing anything else? Engine cranking, you have spark at the plugs where applicable, and fuel injector pulse? With engine cranking, if your missing everything, I'd have to check rpm signal.
The cam sensor controls the injector firing. This can be checked with a noid light or test light. Pull an injector plug and hook up either. Crank it over and if the light comes and of off, it's not the cam or PCM. Check the fuel pump fuse and relay. Then go after the fuel pump.
Check the ASD relay in under hood fuse/ relay box. ASD stands for automatic shut down relay. Powers up pcm ,fuel injectors and ignition system an O2sensor heaters .crank over the car an check for power at O2sensor heater fuse in the underhood fuse box ,no power means bad relay !
In the Power Distribution Box-the fuse relay block under hood- it's on the driver's side.
it is fuse # 24, a 30 amp green fuse. This fuse is only hot in run or start, so with key on, the fuse sends power to the PCM Power Relay (also in the power distrib. box), turning the relay on so power goes to the fuel injectors, among other things..
No bus means the computer, transmission module, and body computer are not talking to each other. Sounds like something is not connected, or not compatible.
If that was my vehicle I would not have changed one part
I would have gotten out my wiring diagrams & walked thru a logical sequence of testing what I had & didn't have, as far as crank sensor output,fuel pressure,injector pulse,etc
Seeing a how pcm's seldom fail ,your just throwing parts at it & not testing a thing
You need the wiring diagrams to see & learn how the various systems work
You can actually trigger injectors,coils,relays,etc if you can use diagrams, test light,meter & jumper wires properly,otherwise you need professional help
If it cranks good but won't start, Have a helper crank it while you visually check for spark at the spark plugs. If spark everywhere, use a gage and check proper fuel pressure. Also, check fuel injector pulse. Check for applicable trouble codes. You need an obd2 code reader to check codes, yourself. Hopefully the code reader will check manufacturer specific codes as well as po codes.
At the ignition coil and fuel injectors, dark green wire with orange tracer should be hot with engine cranking, use a test light to check voltage. If no voltage, that leads back to asd relay. I'm not saying the relay is faulty. The computer has to see both the cam and crank sensor signals before it will ground the asd relay, if either one of those sensors is faulty, the vehicle won't start. Just my opinion.
Injector pulsation in control by your E.C.M quade driver none repairable computer just get's replace to fix the problem, good luck. Also one more thing check your E.C.M fuse.
You may have figured this out already, but I gapped my plugs at gm specs and found out that they changed the plug # and I regapped at 0.40 instead of 0.60 and car ran fine. code finder displayed misfire prior to regapping. Check with Auto parts when buying plugs for car / truck and also make sure that they did not change plug # . These were platium plugs. springfield
