That's just the license light housing. You should be able to find one at most wrecking yards. Some NAPA stores have an outlet for these parts as well. Try carpart.com and partschannel.com. Both of these sites are for replacement body parts.

2002 Cadillac escalade I want to remove the Rear bumper cover to get to the license plate lights assembly to add new ones.

Remove the wheels if possible.
Remove the two clips from each side (by pulling up the center).
Move the fender liner away to access and remove the 7 mm bolt that is near the corner.
Unscrew the four cargo anchors from the floor of the trunk.
Move the trim panel and remove the 4 10mm bolts.

To get to the license plate lights assembly, you can follow these steps:

Open the rear compartment lid and locate the license plate light assembly inside the trunk lid.
Above the license plate, locate four Philips head screws holding the license plate light assembly inside the trunk lid.
Remove the screws (caution: in winter, plastic is extremely fragile and can break easily).
Once the screws are off, your license light assembly is loose inside the trunk lid.

I have a 2000 GMC Jimmy and my license plate lights do not work. I replaced then with new bulbs and they still won't work and they have to be fixed to pass inspection. Is there a fuse for these lights?

you will have to check the wire for the license lights with a test light back from the socket along the wire until you find the break in the wire.
