Front latch broken
SOURCE: hood latch will not open
check the easy way first, get someone to help you, have him to pull the lever below the dash, and you pull the hood up, that should work. There is a small release latch under the hood that isn't getting teh bump to push up on the hood, however, that one is hard to fix. If that doen't work, check the cable running to the lever.

SOURCE: Cost and how to repair a heater core on a 1994 Volvo 850 Wagon.
The heater core on your Volvo is an easy fix. The dash does not need to come out. You remove 6 screws from the center console, pull that out of the way, pull back the carpet and there she is. A couple more screws, a tug to the back to remove the bad core and you replace in reverse. Put down a plastic bag or catch-can to get whatever coolant comes out when the core is removed. I thought I was in for an expensive repair until I researched and saw how easy the job was.

probably a overstretched cable pull, or defective latch, i had the same problem with my truck. pull hood relese a couple times, and go to hood, give it a love tap with your fist abouve the latch ontop of the hood, if that dont work, you will have to go underneath your volvo and release it by hand with a screwdriver, try and lift the latch over the catch
SOURCE: Replacing broken front corner light panel on Volvo 850
When you open the hood, look directly behind the headlight. all the way in the corner and a little way down should be a hook. I usually use a screwdriver and pull directly outward and then a little to the right or left. Then bring the hook back and the corner light should be disconnected. Then you can pull it out and do what you need to do. When you put it back, its a pain because you have to get the hook into a plastic groove. Make sure that you know where the plastic piece is before you start, just get a flashlight and find it. Then use your screwdriver the pull the hook up and get it into the groove. Presto!

My problem is definitely the release catch protruding from the grill which has become detached from the final release mechanism. The main release mechanism including the cable is obviously fine as I can close the partially open hood and release it again. The problem is how open the hood without this?
My exact problem and no replies to this. Did you figure out a way to get the safety latch to work to open the hood?
Did anyone find a remedy for this? i'm resorting to smashing my grill at this point
