Usually its easier and cheaper to buy the whole assembly rather than try to just replace the mirror. If you go to a junkyard and buy it there they will show you how to do it.

They make a replacement mirror glass available that uses double sticky tape. This has worked great for me. The heated function still continued to work!! In my case I replaced a scratched mirror leaving the old mirror in place. If yours is broken included is a link for a procedure to replace a broken mirror.
Confirm the dimensions before purchasing. Some car manufactures have more than one design for different model cars same year..
You don't say if it's just the glass mirror that's broke or is the housing cracked as well.
If it's just the glass mirror, it's held in place by double-faced adhesive tape. You can buy a replacement from a dealer or on-line. To get the old one lose, heat the glass with a hair dryer while pulling on the glass with a hooked tool.
remove the broken glass with putty knife. go to a auto glass shop they can sell you a replacement heated mirror glass. the new glass is just glued to plastic housing in mirror and just plug in 2 little wires to back of glass were heat element is.hope this helps good luck.
If you go to a parts house, they can order you a mirror face for around 10 to 15 dollars. It simply sticks to the mirror that is broken with adhesive. It is very permanent and if the mirror is still working and in tact mostly (only broken glass part) it should fix you right up. Look at autozone, oreillys, or even JC Whitney or Pep Boys for example. That dependso on if the housing itself is broken then yes. If the face plate that is attached to the mirror itself is flapping around then maybe. If it is just the mirror, just go to your neighborhood auto glass shop and but a "Ready-Cut" mirror for a small amount of money. they come already cut to fit perfectly. As for removing the old glass, take a very small flat screw driver and pry the glass away from the face plate. Once completely cleaned out use the adhesive from the ready cut and place them on the face plate. Next press the new mirror onto the flace pate, being careful not to press to hard or it will snap it in half.

You will see a small rectangle where the screwdriver goes in. You are pryingtowards glass. The retention is about a 3 inch rectangle that has a lip around it that snaps onto a rectangle on the mirror body.

Exterior Mirror Glass
Removal NOTE: Exterior mirror glass is serviceable only on vehicles built after July of 2001. NOTE: Passenger side exterior mirror shown, driver side exterior mirror similar. All mirrors
Position the glass in the full up position.
Locate the notch at the bottom of the exterior mirror glass.
Release the exterior mirror glass.
Insert a long flat-bladed screwdriver in the notch.
Push the screwdriver into the notch until the glass is released. (and pull screwdriver towards glass)
Heated mirrors
Position aside the exterior mirror glass.
Disconnect the electrical connectors.
All mirrors
Remove the exterior mirror glass (17K707) passenger side or (17T675) driver side.
Installation Heated mirrors
Connect the electrical connectors.
All mirrors
Position the exterior mirror glass on the exterior mirror motor.
Place a hand against the back of the exterior mirror housing and a hand flat against the exterior mirror glass. Press the glass in place until fully seated.
are you trting to tighten the mirror glass or the mirror where it attaches to the body? I don't think glass is removable in 99. Only can try to press on glass to seat if unseated. not too hard.
Remove the front door trim panel; refer to Section 501-05 .
go to car-part.com for a used mirror. Page with * is cheapest seller.
Remove the speaker.
Remove the screws.
Disconnect the electrical connector.
Remove the speaker.
Remove the outside rear view mirror (17682).
Disconnect the power mirror wiring clips.
Remove the outside rear view mirror nuts.
Remove the outside rear view mirror.
Feed the power mirror wiring through the opening in the front door (20124).
