PCM stands for Pulse Code Modulation. Pulse-code modulation (PCM) is a method used to digitally represent sampled analog signals. It is the standard form for fuel injection computers. A PCM stream is a digital representation of an analog signal, in which the magnitude of the analog signal is sampled regularly at uniform intervals, with each sample being quantized to the nearest value within a range of digital steps. So no, Pulse Code Modulation does not control the fuel pump. The Fuel Injection Computer does control the fuel pump via a relay. Bad connection between the fuel pump relay and the in-tank fuel pump, or a bad fuel pump.

on the passenger side under the dash there is a cover panel. take the screws out and pull it off, carefull the light needs to be removed after you do this. the fuse panel will be close to the left. oh by the way. their are 4 fuse boxes on this model.

Seat belts are usually not repairable.The only thing that can be done is to check and make sure nothing is stuck in it or that it is not twisted.You have the kind that is in the seat back itself.These are a little more difficult to remove from the seat because it is so easy to break the plastic trim covers.Best thing to do if not familiar with auto repair to go to the dealer or auto repair shop that you trust and have them repair it.Good luck.
