I noticed this is 6 months old so I don't know if you have figured it out yet but heres an answer for you. On the back of the headlights there are 3 plastic heads, they turn but spray some wd40 or something on them first. You might have to take the headlights assembly out to get a good bite on them.

Check the starter solenoid. Usually mounted on a fender well. Find by following the + battery cable.

I believe once you have mounted the horn and connected the wire you will find that the horn wire was cut at (by) the steering coloum that the siren override was hooked to,you will have reconnect this,I hope this helps you

I'm having a problem with my right headlight on my crown 2008 crown vic, whenever it rains my right headlight won't turn off, even when there's no key in the ignition, sometimes it turns on by itself if the car is out in the rain, any help would be much appreciated

My 92 crown vic has blinking headlights when driving

The headlight switch has a built in 22 amp circuit breaker. It maybe doing it's job by opening and closing to prevent an electrical wire from burning. It opens when there is a 12 volt positive short to ground (negative). This may be caused by something as simple as a bad or damaged bulb. ( pull the headlight switch to the first position. does the parking lights blink on and off? if so then the short is in the parking light circuit. If not, then pull the switch all the way out. Does the headlights blink on and off? if so then the short is in the headlight circuit.) Check high and low beams.
When the lights are on, visually look to see if any light is not working. If there is a light not working, it may be the point of the short. The built in circuit breaker may also be shorting due to a damaged wire to a light caused by body damage, road salt corrosion, a wire that has fallen against the exhaust manifold, a pinched wire going to the license lamp, or other condition that would damage a wire.

Check all the bulbs at tail end for parking and brakes, test grounds and harness for trailer. Check fuses. clean batery terminals, Re instal head light swich properly and make sure all wires conect.

look under the hood in the big fuse panel and look for High beam headlight relay the relay is more than likely bad
