This code can set for more than the pump not running. It could be a sensor issue that reads it, too high of pressure, just to name a few.

Circuit/System Verification
Verify that DTC P0412, P0418, P2430-P2433, P2440, or P2444 are not set.
* If any of the DTCs are set, perform those diagnostics first.
Ignition ON, command the AIR Pump Relay ON and OFF with a scan tool. The AIR pump should turn ON and OFF.
* If the AIR pump does not turn ON or OFF, refer to Secondary Air Injection Pump Malfunction
Command the AIR Solenoid ON and OFF with a scan tool. The AIR solenoid valve should click with each command.
* If the AIR solenoid valve does operate as specified, refer to Secondary Air Injection Solenoid Valve Malfunction.
Engine running, command the AIR Pump Relay ON with a scan tool while observing the AIR Pressure Sensor parameter. The reading should be 15-20 kPa above the BARO reading.
* If less than the specified range, refer to Secondary Air Injection System Pressure Low.
* If greater than the specified range, refer to Secondary Air Injection System Pressure High.
Engine running, command the AIR System ON while observing the AIR Pressure Sensor parameter. The reading should be 7-10 kPa above BARO.
* If less than the specified range, refer to Secondary Air Injection System Pressure Low.
* If greater than the specified range, refer to Secondary Air Injection System Pressure High.
Operate the vehicle within the Conditions for Running the DTC to verify the DTC does not reset. You may also operate the vehicle within the conditions that you observed from the Freeze Frame/Failure Records data.

Circuit/System Testing
Secondary Air Injection Pump Malfunction

Ignition OFF, disconnect the AIR pump relay.
Ignition ON, verify that a test lamp does not illuminate between the controlled output circuit terminal 87 and ground.
* If the test lamp illuminates, test the controlled output circuit for a short to voltage.
Verify that a test lamp illuminates between the AIR pump relay coil ignition circuit terminal 85 and ground.
* If the test lamp does not illuminate, test the ignition circuit for a short to ground or an open/high resistance. If the circuit tests normal and the ignition circuit fuse is open, replace the AIR pump relay and/or the AIR solenoid relay.
Verify that a test lamp illuminates between the AIR pump relay switch B+ circuit terminal 30 and ground.
* If the test lamp does not illuminate, test the B+ circuit for a short to ground or an open/high resistance. If the circuit tests normal and the B+ circuit fuse is open, test the controlled output circuit for a short to ground.
Ignition OFF, disconnect the harness connector at the AIR pump.
Test for less than 2 ohms between the AIR pump ground circuit terminal B and ground.
* If greater than the specified range, test the ground circuit for an open/high resistance.
Connect the harness connector at the AIR pump.
Connect the J 36169-HD with a 60A fuse between the AIR pump relay switch B+ circuit terminal 30 and the controlled output circuit terminal 87. Verify the AIR pump is activated.
* If the AIR pump does not activate, test the controlled output circuit for an open/high resistance. If the circuit tests normal, test or replace the AIR pump.
Remove the J 36169-HD jumper wire.
Connect a test lamp between the AIR pump relay coil ignition circuit terminal 85 and the AIR pump relay control circuit terminal 86.
Ignition ON, command the AIR Pump Relay ON and OFF with a scan tool. The test lamp should turn ON and OFF when changing between the commanded states.
* If the test lamp is always ON, test the AIR pump relay control circuit for a short to ground. If the circuit tests normal, replace the ECM.
* If the test lamp is always OFF, test the AIR pump relay control circuit for a short to voltage or an open/high resistance. If the circuit tests normal, replace the ECM.
If all circuits test normal, replace the AIR pump relay.

Secondary Air Injection Solenoid Malfunction
Ignition OFF, disconnect the AIR solenoid relay.
Ignition ON, verify that a test lamp does not illuminate between the controlled output circuit terminal 87 and ground.
* If the test lamp illuminates, test the controlled output circuit for a short to voltage.
Verify that a test lamp illuminates between the AIR solenoid relay coil ignition circuit terminal 86 and ground.
* If the test lamp does not illuminate, test the ignition circuit for a short to ground or an open/high resistance. If the circuit tests normal and the ignition circuit fuse is open, replace the AIR solenoid relay and/or the AIR pump relay.
Verify that a test lamp illuminates between the AIR solenoid relay switch B+ circuit terminal 30 and ground.
* If the test lamp does not illuminate, test the B+ circuit for a short to ground or an open/high resistance. If the circuit tests normal and the B+ circuit fuse is open, test the controlled output circuit for a short to ground.
Ignition OFF, disconnect the harness connector at the AIR solenoid.
Test for less than 2 ohms between the AIR solenoid valve ground circuit terminal 4 and ground.
* If greater than the specified range, test the ground circuit for an open/high resistance.
Connect the harness connector at the secondary AIR solenoid.
Connect a 15A fused jumper wire between the AIR solenoid relay switch B+ circuit terminal 30 and the controlled output circuit terminal 87. Verify the AIR solenoid valve is activated.
* If the AIR solenoid valve does not activate, test the controlled output circuit for an open/high resistance. If the circuit tests normal, test or replace the AIR solenoid.
Remove the 15A fused jumper wire.
Connect a test lamp between the AIR solenoid relay coil ignition circuit terminal 86 and the relay coil control circuit terminal 85.
Ignition ON, command the AIR Solenoid ON and OFF with a scan tool. The test lamp should turn ON and OFF when changing between the commanded states.
* If the test lamp is always ON, test the control circuit for a short to ground. If the circuit tests normal, replace the ECM.
* If the test lamp is always OFF, test the control circuit for a short to voltage or an open/high resistance. If the circuit tests normal, replace the ECM.
If all circuits test normal, replace the AIR solenoid relay.

Secondary Air Injection System Pressure Low
Engine running, inspect for exhaust leaks between the AIR solenoid valve and the catalytic converter.
* If an exhaust leak is detected, repair as necessary.
Ignition OFF, disconnect the AIR pump relay.
Engine running, connect the J 36169-HD with a 60A fuse between the AIR pump relay switch B+ circuit terminal 30 and the controlled output circuit terminal 87. Verify the AIR Pressure Sensor parameter is not 15-20 kPa above BARO.
* If 15-20 kPa above BARO, replace the AIR pump relay.
Ignition OFF, remove the J 36169-HD jumper wire and connect the AIR pump relay.
Remove the air inlet hose at the AIR pump.
Engine running, command the AIR System ON while observing the AIR Pressure Sensor parameter. Verify the reading is not 7-10 kPa above BARO.
* If 7-10 kPa above BARO, the AIR pump inlet hose/pipe assembly is restricted. Remove the restriction or replace the hose/pipe assembly.
Ignition OFF, disconnect the hose at the AIR pump outlet.
Disconnect the hose at the AIR solenoid valve inlet.
Install a length of standard 1 inch I.D. (25.4 mm) hose from the AIR pump outlet to the AIR solenoid valve inlet.
Engine running, command the AIR System ON while observing the AIR Pressure Sensor parameter. Verify the reading is not 7-10 kPa above BARO.
* If 7-10 kPa above BARO, test/inspect AIR pump outlet hoses/pipes for leaks or restrictions.
Test all AIR pump wiring and connections for less than 2 ohms. If the wiring and connections test normal and the hoses/pipes are OK, replace the AIR pump.

Secondary Air Injection System Pressure High
Ignition OFF, remove the AIR solenoid valve.
Connect the AIR pump outlet pipe/hose at the AIR solenoid valve.
Connect the AIR solenoid valve harness at the AIR solenoid valve.
Engine running, command the AIR system ON while observing the AIR Pressure Sensor parameter. The reading should be less than 11 kPa above BARO.
* If greater than the specified value, replace the AIR solenoid valve.
Inspect the AIR solenoid valve gaskets for proper alignment. If normal, test/inspect the AIR solenoid valve outlet pipe, exhaust manifold, and cylinder head for a restriction.

This issue and its repair may be under GM warranty. I think it would be worth your time to check at the dealer.

What does this mean? The ignition coil or coils are responsible for igniting the air/fuel mixture inside the combustion chambers. Without reliable performance from the ignition coil(s) the vehicle will stumble and misfire.
Code P0351 indicates there's an electrical problem in either the primary ( the computer side ) or the secondary ( the spark plug side ) of the Ignition Coil "A" Circuit.
Symptoms

P 2647"A" Rocker Arm Actuator

Your going to need a air pressure regulator or better yet if the ECM found fault price it and replace it
  1. Start the engine, and let it run for 5 minutes, then turn the ignition switch to LOCK (0).
  2. Remove the cylinder head cover.
  3. Set the No. 1 piston at top dead center (TDC).
  4. Move the intake secondary rocker arm A for the No. 1 cylinder. The secondary rocker arm A should move independently of the secondary rocker arm B.
    1. If the intake secondary rocker arm A moves freely, go to step 5.
    2. If the intake secondary rocker arm A does not move, remove the secondary rocker arms as an assembly, then check that the pistons in the secondary rocker arms move smoothly. If any rocker arm needs replacing, replace the secondary rocker arms as an assembly, then retest.
    3. Repeat step 4 on the remaining intake secondary rocker arms with each piston at TDC. When all the secondary rocker arms pass the test, go to step 6.
    4. Check that the air pressure on the shop air compressor gauge indicates over 400 kPa (4.0 kgf/cm2, 57 psi).
    5. Inspect the valve clearance.
    6. Install a 10 x 1.0 mm adapter to the inspection hole, then connect the air pressure regulator
  5. With the specified air pressure applied, move the intake secondary rocker arm A for the No. 1 cylinder. The secondary rocker arm A and secondary rocker arm B should move together. If the intake secondary rocker arm A does not move, remove the secondary rocker arms as an assembly, and check that the pistons in the secondary rocker arms move smoothly. If any rocker arm needs replacing, replace the secondary rocker arms as an assembly, then retest.

Will not start no fire on spark plug

It's always a good idea to start electrical malfuction diagnosis by carefully inspeting the applicable wiring, look for melted burnt or cut wires or loose connectors or connector pins. If your Sundance is equiped a 4 cylinder engine have the distributor pickup tested . If equipped with a 6 cylinder engine have the ECM/PCM tested. With either engine find the applicable testing specs and use an ohmeter to check the ignition coil primary/secondary resistance.

How do I see/get error codes for my 1988 4Runner? (idling prob.)

The check connector is located near the No. 2 relay box. Short terminals T and E1 of the check connector. (jump together)
2. Turn the ignition ON. do not start engine.
3. Read codes by the number of flashes of the "CHECK ENGINE" WARNING LIGHT.
4. System normal: blink every 0.25 seconds.
5. Malfuction Code: light will blink a number of times equal to the malfuction code.Between first digit and second digit, 1.5 sec
Between code and code 2.5 sec, between all malfuction codes 4.5 sec
6. The diagnostics code series will be repeated as long as the connector terminals T and E1 are jumped.

DTC P0411/16795: SECONDARY AIR SYSTEM - INCORRECT FLOW DETECTED
Test Requirements
Ensure all fuses are okay, battery voltage is at least 11.5 volts, all electrical accessories are off, A/C is off.
Ensure engine is mechanically sound.
Test Procedure

NOTE
Secondary air system is activated by ECM and blows air into exhaust pipe
upstream of catalytic converter for 100 seconds during a cold start, 41-91°F (5-
33°C). Engine must be cold to perform following test procedure.

1. Ensure fuse and secondary fuse (secondary fuse is 40 amp and is located in fuse holder on top of battery)
are okay. Check hoses and components of Secondary Air Injection System, for damage, loose fit and
improper installation, check vacuum hoses for Secondary Air Injection System. Repair as necessary.
Erase DTC memory. Verify repair. If DTC does not reset, test is complete. Perform ECM relearn
procedure. See TEST DRIVE RELEARN PROCEDURE .
2. Remove engine cover. Disconnect pressure hose from Secondary Air Pump Motor (V101), by pressing
buttons on hose connector. See Fig. 33 . Using scan tool, check Secondary Air Pump Motor (V101) in
scan tool Output Diagnostic Test Mode (Secondary Air Pump Relay activation mode). See OUTPUT
DIAGNOSTIC TEST MODE .
3. Secondary Air Pump Motor (V101) should run in intervals and air should exit pump at hose connection.
If Secondary Air Pump Motor (V101) is okay, go to step 7 . If motor runs and no air exits secondary air
pump motor, replace faulty Secondary Air Pump Motor (V101). Erase DTC memory. Verify repair. Test
is complete. Perform ECM relearn procedure. See TEST DRIVE RELEARN PROCEDURE . If
secondary air pump motor does not run, go to next step.
4. Disconnect Secondary Air Pump Motor (V101) harness connector, install LED test light at secondary air
pump harness connector terminals. Turn ignition on. Using scan tool, activate Secondary Air Pump Motor
(V101) in scan tool Output Diagnostic Test Mode (Secondary Air Pump Relay activation mode). See
OUTPUT DIAGNOSTIC TEST MODE . LED test light at Secondary Air Pump Motor (V101) harness
connector should flash. If LED test light at Secondary Air Pump Motor (V101) harness connector does
not flash, go to next step. If LED test light at Secondary Air Pump Motor (V101) harness connector
flashes, replace faulty Secondary Air Pump Motor (V101). Erase DTC memory. Verify repair. Test is
complete. Perform ECM relearn procedure. See TEST DRIVE RELEARN PROCEDURE .
5. Using DVOM check resistance of Secondary Air Pump Motor (V101) wiring. See appropriate WIRING
DIAGRAM under ENGINE PERFORMANCE in SYSTEM WIRING DIAGRAMS. Resistance should
be a maximum of 1.5 ohms for each reading. Check wiring for short circuit to one another in Secondary
Air Pump Motor (N101) harness connector. Repair as necessary. Erase DTC memory. Verify repair. Test
is complete. Perform ECM relearn procedure.
Secondary Air Pump Motor (N101) wiring is okay, go to next step.
6. Check Secondary Air Pump Relay (J299) and Secondary Air Pump Relay (J299) wiring. See DTC
P0418/16802: SECONDARY AIR PUMP RELAY (J299), MALFUNCTION . Repair or replace as
necessary. Erase DTC memory. Verify repair. Test is complete. Perform ECM relearn procedure. See
TEST DRIVE RELEARN PROCEDURE .
7. Disconnect vacuum hose from Secondary Air Injection Valve (N112) and disconnect pressure hose from
secondary air pump motor, press buttons on pressure hose connector to disconnect pressure hose. See Fig.
34 . Blow lightly into disconnected pressure hose, Combi-Valve should be closed. Connect hand vacuum
pump to disconnected vacuum hose and apply vacuum to Combi-Valve, Combi-Valve should open. If
Combi-Valve opens when vacuum is applied, Combi-Valve is okay. Go to next step. If Combi-Valve
does not open when vacuum is applied, replace faulty Combi-Valve. Erase DTC memory. Verify repair.
Test is complete. Perform ECM relearn procedure. See TEST DRIVE RELEARN PROCEDURE .
8. Check Secondary Air Injection Valve (N112). See DTC P0412/16796: SECONDARY AIR
INJECTION VALVE (N112), ELECTRICAL CIRCUIT MALFUNCTION . Repair as necessary.
Erase DTC memory. Verify repair. Test is complete. Perform ECM relearn procedure.
NOTE: Do not use compressed air to check Combi-Valve.
