Not necessarily.
If the brake fluid was low and the brake light illuminated than the ABS light may come on as well. Or it may come on of there where a loss in brake fluid pressure. It will not come on because the brake pads are low.
The ABS light comes on to tell you there is a problem with the ABS system. Typical problems are the wheel speed sensors. This could also be related to a bad wheel bearing (I have been running into this quite a bit lately, in fact I just replaced both drivers side wheel bearings on a 2002 last night for this reason. The drivers front was so loose and growling so hard, that the sensor could no longer produce a proper signal).
You best bet is to have the ABS system scanned for codes. this will give a a precise area to start looking for problems. Once you have the code(s) post them and I'll be happy to help you further.

Ok the reason I ask is that will help to pinpoint the concern. See ABS system when you first turn the ignition on will do a self test on itself,light turns on for a few seconds then turns off if everything proves out. Then when you start driving once you reach about 12 mph it will activate the pump and perform a 2nd self test.If everything is ok light stays off,if it see's a problem it turns on the light and disables the ABS.
Since yours comes on after you start driving then problem is most likely a wheel speed sensor concern. Since you just did a rear brake job and the problem started after this I would say it is one of the rear sensors.You need to look at the sensors and make sure the sensor and ring look ok and that you didn't get grease or dirt in the teeth of the sensor ring or maybe bent the end of one of the sensors and make the gap larger between sensor and ring.

the rear one is a single sensor and is located in the top of the rear differential , unplug it and take the retaining bolt out and it pops straight up out of the differential. the front has 1 for each wheel,and is located on the backside of the wheel hub. take the tire off and look on back side of hub it should be the only sensor thare and is anchored with one bolt then just fallow the wire to its disconnect point. this vehicle is known to have problems with the rear sensor so i would replace it first and see if this fixes the problem

I just had the same exact problem. The ABS light was on constanly, and the 4x4 high light flashes about 8 times, turns off for about 2-5 minutes, then flashes again for another 8 times and keeps repeating. In addition, I was also hearing and feeling a grinding and clunking noise going in reverse, and the steering wheel was difficult to turn. I changed a bad hub assembly on the front driver side and everything went away...fixed! I wouldn't let anybody tell me that the ABS system and the 4x4 system are not linked together. In fact, my local Ford service department assured me that I had two separate issues. Well, I only had one issue and it was a bad ABS sensor. I hope my exprience helps you.
