Heater Fan Only Works On High

I have a 2003 Dodge Durango with a 4.7L the fan for the heater/AC only works on high any ideas

This is 100% the Blower Motor Resistor, located adjacent to the Blower Motor. This is a common problem with Dodge. I had to replace my own and several dozen others on Chyrsler's, Dodge's, Plymouth and Jeep.

Make sure you disconnect the Battery and wait for 2-minutes to discharge the Air Bag System. Remove your Passenger Side - Dash -Glove Box for easier access.

    ps....I am assuming this is the Front and not the Rear Motor...

    I took the liberty to look up the Part/Availability and Price. (NO I do not work for either store/company!)

    At Autozone:

    Part #JA1465 for around $16.

    Part #20300 for around $16.

    At Advance Auto:

    Part #RU1074 for around $26.

The fan motor pulled to much current causing the resister to blow and the harness/wire to melt. So for safety reasons I just replaced it all.

Blow motor resistor harness- Part is 05017124AA
Resistor- Part is 05174618AA

The resistors or the relay . The resistors for all the other speeds are defective. High speed doesn't go threw a resistor that is straight B+.

that is a common for dodge you need to replace the relay for the fan switch i only know this because it happend to me three times on my dodge .hope this could help.

Blower motor only works on high

This is a pretty common complaint and is almost certainly due to a failed heater fan resistor. 
This is a stepped resistor with taps that set the different speeds on your blower and if any part of it goes bad, the whole thing doesn't work any more and the highest speed is the only one that bypasses this part.
These are often mounted on the fire wall but may not be exposed so you really need a service manual (Haynes or Chilton will do) to locate it in your car.
