There is no steering column lock. Have tried moving the steering wheel in both directions as well as pulling up on the shifter to try an make sure in park. Door locks, lights ect work so battery doesnot appear to be issue. Tried rocking the car forward / backward to see if the ignition lock would release but it did not.

This is a known defect with Dodge. I called my dealer and he said to gently tap the end of the key with a small hammer. I thought he was full of it until I tried it. This solution has worked for about a year and a half. Was quite the joke in my office and with my friends. One VERY cold day a few weeks back, this trick stopped working. I ended up taking off the steering wheel plastic cowl. I grabbed some wd-40 and sprayed the mechanism inside and out really good. I also had to finagle with the little pins that grab at the key cylinder. They seemed to be gummed up or jammed... Haven't had the problem since...One note, make sure the key does not stick in the start position or your starter will keep turning.

Give the lock a few puffs of graphite dust (available at any hardware store or craft supply store). Stroke the key in and out of the lock (this is called raking the pins), and then turn the lock. Should be better than new.
If, however, this doesn't fix it, you may have to replace the lock.
I'm betting on the graphite.

Try jacking up the front wheels off the ground & then turn steering wheel back & forth while turning ignition key.
