There is a damper (basically a door) in the heater unit that is probably not being actuated. This damper allows the air from the blower to be sent over the hot heater core and thus warming the car interior. This damper might be either vacuum controlled or electrically controlled. My 1992 Blazer had vacuum lines that went to it. It could be that you have the vacuum lines loose under the dash. Look for loose hoses or connectors and see if you see an obvious place they might plug into.

The heater in your car depends upon a flow of hot coolant going through the heater core in order to get hot air into the car. If the heater core is partially plugged, it will restrict the flow. If you have a head gasket that is putting exhaust into the cooling system, it will eventually get into the heater core. When this happens there is no coolant in the heater core to make the air warm. If the water pump vanes have corroded away the result will be very poor coolant circulation causing the heater to not blow hot air. If your car is equipped with a heater control valve that is not functioning properly, the coolant flow will be restricted. One or a combination of these factors is likely the culprit in your case.

I have a 92 Deville. All the flushing in the world will not fix the cloged up heater core. The flush will clean out the passenger side of the core but will not clean the core on the drivers side. I have just repaced my core and seen how these fail, It is a bad design that caddys are known for. It was recomended I do a total flush of the system every 30,000 and then just maybe I would not have to endure the core change again. As the antifreeze runs through the car it does a chemical change due to all the different metals and rubber it flows through. since the heater core is small with small bands to let the coolant in and out, it builds up with the sludge from the chemical change. Thus closing off the drivers side first. Note, both the inlet and outlet are on the passenger side, you really cant flush fluid where it builds up the sludge in the core. Solution, new core after trying a flush

There's a blower motor (fan) under the hood and up against the firewall near the center of the car that takes some work to remove. It has gone out in the last 2 of my 4 Cadillacs. Turns out if you're not real careful with the positioning of the spark plug wires they will brush up against it, and if one of them gets cracked or brittle it will "arc" and short out the blower motor. The a/c compressor should still come on (you'll hear a click when it engages) but you won't get any air blowing into the cabin, hot or cold.
The part was like $200 stock (year 2000 prices) and it took about an hour to remove it. My Caddy at that time had this damn strut bar going across the engine bay which we eventually removed to get to the blower motor.

your water pump may need to be changed. have a trusted mechanic check it. the water pump is connected to the drivebelt of your 4.9 l engine, and if thats where the sound is coming from you can be pretty certain
