Run the fault codes
if the engine is too early for ECM controls , it indicates a governor problem in the fuel pump
in that case have a diesel specialist shop check it out

Am not shure the kind of engin you really have but see if your stepping mottor is damage or need relpacing. that problem can happen if you have a faulty unit . it also called the step up unit or sensor, if your car have air condition is turned on and the rpm goes up and down that can be the problem , the unit can be found attached to the throttle body. just below.

Most montero*s have 3 ids,One is located right side of engine as looking under bonnet,another on underside of bonnet,another under o/s rear wheel arch which if still there confirms vin number.

The behaviour of the car is a clear indication of turbo pressure failure and the error codes support that:
CAN COMM = communication error in the sensor network.
VGT CONT. PRS. = the solenoid that controls the turbo's pressure is faulty or the pipes that connect to it are shot
EGR POS. SNSR = the vacuum sensor is defective.
Check all the air pipes for leaks - replace if necessary. The replace the vacuum sensor and control solenoids, located on top of the engine, drivers side between bulkhead and inlet manifold.
