1989 olds cutlass ciera fuse box in glove compartment, none under hood. headlights,interior lights and dashboard lights are out. Where is the 2nd fuse box? any ideas

I would read 'Back Up' as reversing lights and camera if equipped.

Did you check the horn relay! it is in fuse box under hood. God-Bless! if the relay is bad horn will not work. It should be be behind or near the passenger side head light.

Try in, on, or around the glove box if it's not under the dash on the drivers side.

I have a 96 Olds Cutlass Ciera, and my fuse box is in my glove box. To the left, there's a black panel that says "Fuse Panel." Not sure if there's another one or not.

Then programmable read only memory (PROM) chip that you are asking about is located inside the electronic control module.
This module is located just above the glove compartment in the dash area.
Removal of the glove compartment is required to remove this module. After removing the ECM you will note a small access cover. Remove this cover and you are at the PROM.

Under the drivers side dashboard, some were behind the glove box, and there may be one under the hood of the car in the engine compartment. Any GM dealer can direct you to the exact location on your car.

check all postive conections under the hood in and around the fuse box.

The fuse box for all of your lights is in your glove box, under the pull-out liner. Fuse #5 is for turn signals/flashers, fuse #6 is for brake lights, and fuse #7 is for all of the interior lights. I believe the fuses are labeled by number and they also have a designation under them. None of the descriptions specifically mention reverse lights though.
#5 says "T/SIG"
#6 says "STOP"
#7 says "CTSY"

The dash and tail lights are controled by the first "click" of the headlight switch found on the turn signal arm.

If the fuses are good, then your turn signal arm has failed.

First click is running lights (dash and outside marker lights), second is headlights.

The 1st position of the 2 position switch has contacts internally that have worn and no longer complete the circuit.

Replace the turn signal arm.
