Usually noisy, and leaks at the pulley shaft seal. I have seen the impellers corroded and almost gone due to the wrong PH level antifreeze due to corrosion. This wil cause poor circulation. The best way to test, is to remove the belt, and see if you have play in the pulley shaft.

Assuming that this is a non-interference engine and that it wouldn't be damaged from being a tooth off, it would either idle fine but make very little high-rpm horsepower, or idle very badly but runs great the higher it revs (generally speaking). This is not adjustable, it has to be taken apart and fixed properly.
This would be very dramatically noticeable, by the way.
Replacing the belt will mean that the ignition timing would have to be checked (if it has a distributor that runs off of a camshaft). This could solve your pinging problem.

not sure if i understand everything, the ac,will drain condensation water under the car,that a sure sighn that its working properly,the air conditioning system has almost nothing to do with the engine and the coolant system,directly,it runs off a belt powered by the engine,if you overheated your engine ,bad enough,meaning that the second you noticed the car was hot you didnt immeaditly pull over and shut it down,or even if you did.it may not have been soon enough,remove the oil fill cap look at the bottom of it for sighns of antifreeze or water,brown milky substance looks like choclate milk,

The pulley on the water pump will not turn over. does that mean the pulley is bad or the water pump is bad?

Most likely the bearings went bad in the water pump and caused the lock up situation .So i would have your water pump looked at.

Water spraying out above the water pump water pump was replaced also gasket

could be a bad gasket or a bad water pump.If the gasket isn't sealed properly you with spray out water.It is possible to get a bad water pump,but not likely.Check the gasket first.
