It should be located on the fuse panel which is located on the passenger side under the kick panel where your feet go under the dash. Hope this helps you out
probably a broken vacuum line under the hood or under the dash. had the same problem with a 97 cherokee found a broken vacuum line on the passenger side firewall under the hood behind the a/c .
The problem could be a bad ignition switch. I would start by checking ALL the fuses - both under the dash and under the hood. The under hood fuse panel should also have a fuel pump relay. You may want to replace that to see if it helps.
have you checked the relays.there is one relay in the fuse box up under the dash on the drivers side and the is other relay in the fuse box in the kick panel on the passengers side next to the blower motor. I drive a 1997 leep grand cherokee myself for work
there is a relay that controls the lights and maybe your light switch is no good.when you put on the park or headlights,power is sent to a relay then to the dash via the dash dimmer switch,which is a load resistor.move the headlight switch around and see if has any effect.i would check the battery,fuse box under the hood,the light switch and the relay that is clicking under the dash.
this could be a relay or body control module as all things are controled electricaly in your van relays are under hood near front of engine ---did you check fuses first? relays next --even trans is controled electricaly
