Will the sante fe start without the air conditioning belt on?

It shouldn't you have two different systems the harmonic balancer is external and timing belt or change is internal

Wow, I thought I was the only one to have this issue. I've even taken it to a shop and they claim they have no idea what is causing this. I always have to turn the fan off to make the noise go away. After a few minutes I can put the heat or air conditioning back on and the noise is no longer there. There are days when I have to do this every few minutes, especially in the rain.

You release the tension with a long 1/2" Drive ratchet or tool specific for belt replacement. If you need to buy any tools you don't have, your better off leaving it to the pros

Under the wipers is a plastic shield which keeps dirt out. REmove cover & you will see an air filter usually on the passenger side replace it.
