Possibly a wheel bearing issue, does it `get progressively worse as speed increases or better as it decreases? does it stop when applying the brakes or get worse?

CV joints are usually visibly worn out, 9 times out of 10 you can look at the rubber boots protecting the shaft and see cracks or grease leaking out of them. sometimes they might appear to be just fine but could have dried up inside causing the metal ball bearings to wear on the metal shaft. your problem doesn't sound like a CV joint though unless you're also hearing clicking while turning.

You have a defective wheel bearing most likely, the noise sounds correct for that problem. have a shop drive it before you replace anything to confirm my guess.
